Outputs to the operator's console, or 7023, or to a MOP console, a list of all the permanent, temporary, inclusive and exclusive properties in the system.

Execution
The output of the command consists of a line of headings followed by
a line for each property. The headings are:
PROPERTY NAME EXCL? PERM?
A 'Y' is output under the heading EXCL? if it is an EXCLUSIVE property and under PERM? if it is a PERMANENT proprty.
